People Identifications
We will create a person record for everyone named in a document, so long as there is enough information to go forward.
Stubs
People records can be stubs which are placeholders, a way to make this person discoverable on the web, until we are able to put together more information on them. Once we have time to create a more detailed biography, they are converted to full identifications.
Stubs should contain as much information as you can easily locate.

Use decades active, country, "activists" or other descriptive categories, and status tags (Needs Research), etc.

Choose the place best associated with the person.
